They're legal. LOL, that's it. 

In the case of Commonwealth vs. Miles (I think in 1990 or 92) the court found that balisongs were not considered prohibited offensive weapons. So, they've been legal to own and carry since then, though most police would likely not know that. They're still illegal to carry in Philly, since it's illegal to carry any knife in Philly.

Here is a pic of my favorite multi tool - Leatherman Mut.  It has a few gun tools like a brass carbon scrapper and a pivot pin punch.  Also came with a separate sight adjustment tool in the holster.
